HR Licence Rules for Overseas Drivers — What You Need to Know
The HR licence (Heavy Rigid) in NSW covers vehicles with a GVM of more than 8 tonnes with 3 or more axles — rigid trucks, large buses, and heavy rigid vehicles that are not semi-trailers (which require HC). There has never been an overseas exemption for HR — unlike some light vehicle categories, heavy vehicle licences have always required full Australian testing regardless of country of origin or experience.
The 2026 Austroads reforms affected light vehicle conversions — not heavy vehicle licensing, which was already fully assessed. For HR, the process was and remains: hold a valid Class C licence → pass the HR theory test → pass the HR practical test. What changed in 2026 for many of our HR clients is that their Class C car licence conversion process changed — they now need the car practical test where they previously did not.
