The HR licence (Heavy Rigid) in NSW covers vehicles with a GVM of more than 8 tonnes with 3 or more axles — rigid trucks, large buses, and heavy rigid vehicles that are not semi-trailers (which require HC). There has never been an overseas exemption for HR — unlike some light vehicle categories, heavy vehicle licences have always required full Australian testing regardless of country of origin or experience.
