What Changed in 2026 — And Why Country Matters

The 2026 Austroads reforms, effective 1 February 2026, changed the conversion pathway for drivers from over 40 countries including India, South Africa, Philippines, China, Malaysia and Sri Lanka. These countries previously had full or partial exemptions — they now require both a theory test and a practical driving test.

Countries that were already non-recognised — those with no conversion pathway at all — are unaffected by the reforms. Drivers from these countries have always needed to start from L plates regardless. If you hold a licence from a non-recognised country and have never held a licence from a recognised or formerly List B country, the L plate pathway is your only option.

Recognised countries — where direct conversion without testing is still available — include the UK, USA, Canada, New Zealand, Germany, Japan, Singapore, South Korea, and Nordic countries.
