Indian Licence Conversion Blacktown — 2026 Guide
If you drive to worksites in Blacktown on an Indian licence and your 3-month PR window has passed, you are not just risking a fine — you are risking your job. Every slot at Service NSW Blacktown is full right now.
What the 2026 Austroads Reforms Changed for Indian Drivers in NSW
Blacktown's Indian community — the largest in any Western Sydney LGA — has a documented and growing problem: construction and trades workers are being fined for driving on overseas licences past their 3-month PR deadline. Community Facebook groups including 'Indians in Western Sydney' have multiple first-hand accounts. The fine is $603. The bigger risk is what happens after: driving to a worksite in a company vehicle while unlicensed, having an at-fault accident, and discovering your insurance is void.
The 2026 Austroads reforms removed India's direct conversion exemption on 1 February 2026. Overseas licence conversion in NSW now requires the Driver Knowledge Test, Hazard Perception Test, and a full practical driving test — for every Indian driver, regardless of experience or how long they have held their licence.
Blacktown currently has the longest practical test wait of any Western Sydney test centre. Combined with the 3-month PR deadline, the calendar pressure here is tighter than anywhere else in this pack. The moment to act is today — not after your next pay run. See current NSW test wait times.
From the date your permanent visa was granted, you have 3 months to convert your overseas licence in NSW. After that: $603 first-offence fine, insurance voided, vehicle impoundment, and if you fail your practical test your overseas driving privileges are permanently withdrawn.

What the 2026 Austroads Reforms Changed for Indian Drivers in NSW
Until 31 January 2026, Indian licence holders converting in NSW were classified as 'List B' — exempt from the practical driving test if they passed the DKT. That exemption was removed under the national 2026 Austroads reforms effective 1 February 2026.
Indian drivers converting in NSW now require: the Driver Knowledge Test (DKT) — 45 questions, 90% pass mark; the Hazard Perception Test (HPT) — video-based; and a full practical driving test at Service NSW Blacktown. Critically: if you fail your practical test at any point, your overseas driving privileges are permanently withdrawn. You cannot simply rebook and try again on your Indian licence — you must apply for an NSW learner licence and start the full process from the beginning.
For experienced drivers from India, the pressure this creates is significant. Twenty years of driving experience in India gives no exemption from a single element of the Australian test. What it does give you is the instinct and road awareness to pass — if your preparation is specific to the Blacktown test routes and examiner requirements.
DKT, HPT and Practical — What Indian Drivers Need at Blacktown
Driver Knowledge Test (DKT) — 45 questions on NSW road rules, signs and intersections. Pass mark 90% (41 correct). $57 per in-person attempt. Study NSW Road Users Handbook only — not generic national guides.
Hazard Perception Test (HPT) — 28 video clips. $57 per attempt. This is widely underestimated. Many drivers who pass the DKT easily fail the HPT because it requires specific preparation with the same video format used in the actual test.
Practical Driving Test — approximately 30 minutes, $82 per attempt. Blacktown has 8 test routes covering St Martins Crescent, Blacktown Road, Prospect Highway (80km/h section), Sunnyholt Road, Kildare Road and Bungarribee Road. With 10 roundabouts on some routes and multiple school zones, Blacktown is one of the most technically demanding test centres in NSW.
The number one instant fail at Blacktown is school zones: 40km/h during school hours (8:00–9:30am and 2:30–4:00pm on school days). Even 1km/h over 40 in a school zone is an automatic fail. Road To Citizenship coaches you on every school zone location on the Blacktown routes. If your licence requires a NAATI-certified translation, we arrange this before your test appointment.
Overseas licence holders go directly to DKT → HPT → Practical test. No 120-hour logbook. NSW Government confirmed. Total government fees: $57 + $57 + $82 = $196 minimum.

Why Blacktown's Indian Community Trusts Road To Citizenship
What We Guarantee
A construction site supervisor who came to us from Blacktown had been driving a company ute to worksites in the Hills District for two months past his PR deadline — completely unaware the 3-month rule existed. His employer also didn't know. When he asked colleagues in the 'Indians in Western Sydney' Facebook group, three other people responded that they had already been fined. We assessed him same day, got his DKT booked for the following week, and had him through the complete Blacktown process — DKT, HPT, and practical — in five weeks. He passed the practical on the first attempt despite initially being nervous about the school zones and Prospect Highway section. His employer now refers all new Indian hires to us in the first week of their PR grant.
